Every generator says it is free. The useful question is what happens between typing your URL and getting your file, and you can watch that directly in about thirty seconds.
Open your browser developer tools.
F12 on Windows, or Option and Command and I on a Mac. Select the Network tab and leave it open.
Type a URL into the generator and watch.
If the code is built in your browser, nothing appears in the network list while the code updates. If the site is generating server side, you will see a request go out carrying what you typed.
Click download and watch again.
The file should come out of the page itself, not arrive from a server. A download that triggers a request is a download the site knows about.
Run that on this page and you will see the code render with no request carrying your URL. You will see one small request after a download completes, which counts that a download happened and nothing about what was in it. We would rather tell you it is there than have you find it and wonder what else we left out.
An email gate on a static QR code is not a technical requirement. Generating a code needs no account, because the code is a function of the text you typed and nothing else. The account exists so the tool can email you later, or so a trial can end.
The second one is the expensive version. If a generator makes you sign up before downloading, the code you get is often a dynamic one that points at their redirect service rather than at your URL. That is fine until the trial ends, at which point the printed code stops working and only they can fix it. A static code cannot be switched off by anyone, including us.
